　　《义务教育课程标准实验教科书英语》的设计和编写体现了外语教学思想的继承和发展。在比较、分析和研究许多种国内外小学英语教材的基础上，取其精华，博采众长，形成了本套教材特有的编写体系。同时，有吸收了当今国内外英语作为外语教学的理论和成功经验，把这些教学理论和实践经验同我国的小学外语教学实际相结合，形成了适合我国小学英语教育基本状况的外语教学模式和教学方法。本套教材总思路是以话题为纲，以交际功能为主线，兼顾语言结构，逐步引导学生运用英语完成有实际目的的语言任务，即：话题—功能—结构—任务。
